Recommendation to receive and file the attached Airport activities report.  (District 5)

 

DISCUSSION

 

Included are the Monthly Airport Activity Reports for April and May 2007.

 

Airport Passenger, General Aviation (GA) and Cargo Activity - The Monthly Airport Activity Report provides monthly and year-to-date statistics for airline passengers (total and enplaned), aircraft operations by user category, and cargo carrier tonnage. Total passenger counts through May were 1,166,244 compared to last year's 1,127,168 an increase of 3.5%. GA operations, year-to-date, compared to last year are up 22.6%, (164,728 operations vs. 134,345). Cargo volumes, year-to-date, are down 5.3% (20,410 tons vs. 21,552).

 

Noise Activity - The Monthly Airport Noise Statistics Report includes four separate reports with current month and year-to-date totals. The four reports are as follows:

 

                     . Noise Complaints - Summarizes noise complaint information for commercial (which

                      includes cargo carriers), GA, and other operations.

                     . Noise Complaint Plot Map - Identifies the origin of the complaint.

                     . Commercial Late Night Activity - Summarizes activity between 10:00 p.m. to

                     11 :00 p.m. and 11 :00 p.m. to 7:00 a.m. by airline.

                     . Noise Violations - Summarizes violations for airline and GA operations.

                     Provides a complete listing of each violation, includes violator's name, date and

                     time of violation, aircraft type, aircraft noise level, and the time specific allowable

                     noise level.

 

The Airport's Noise Office receives and investigates noise inquiries and complaints from local residents and residents who live outside of Long Beach. For the month of April the Noise Office received 623 complaints compared to 165 complaints received during the same period in 2006. The increased number of complaints, 407 in total were related to helicopter operations.

 

Further analysis of the April noise complaints revealed the following:

 

                     . Total number of complainants: 56

 

                     . 27% (167 of 623) of the complaints were related to operations between

                     10:00 p.m. and 7:00 a.m.

 

                     . 3.4% (21 of 623) of the complainants reside in Seal Beach or

                     Huntington Beach.

 

                     For the month of May, the Noise Office received 136 complaints compared to 242

                     complaints received during the same period in 2006.

 

Further analysis of the May noise complaints revealed the following:

 

                     . Total number of complainants: 47

 

                     . 58% (79 of 136) of the complaints were related to operations between

                     10:00 p.m. and 7:00 a.m.

 

                     . 11 % (15 of 136) of the complainants reside in Seal Beach or Huntington

                     Beach.

OTHER AIRPORT ACTIVITY

 

. Southern California Regional Airport Authority Update

 

The last Southern California Regional Airport Authority (SCRAA) meeting was held on March 8, 2007. The next meeting likely will be in September, possibly September 6th.  At the March 8 meeting, the SCRAA Board of Directors asked staff (LA World Airports providing interim staff support) to redraft the SCRAA Joint Powers Agreement (JPA) to address City of Long Beach and Orange County concerns (Long Beach concerns expressed in Resolution 07-0044). Long Beach Airport staff attended meetings on April 25, May 10 and July 3 with LA World Airports staff. During each meeting various draft JPAs were reviewed, some of which addressed most of Long Beach's issues, however other versions fell short in areas such as clearly defining the mission statements, deletion of all eminent domain powers, full consideration of divesting of JPA in favor of a "structured MOU" or similar form of governance, and affirmation of airport sponsor's rights to operate airports in the interests of their local communities. It is expected that another staff meeting will occur within the next few weeks, which would involve reviewing the latest draft revised JPA document(s). Long Beach Airport staff, in coordination with the City Manager's and City Attorney's offices, will ensure that City Council is informed of SCRAA staff final recommendations, in advance of the next SCRAA Board of Director's meeting, which will occur in September 2007.

 

. Passenger Facility Charge (PFC) Update

 

The Airport has begun the process to increase the PFC from $3.00 to $4.50 to provide funding for design of the Terminal Area Improvements approved by the City Council on April 24, 2007, and construction of the improvements. The FAA required meeting with the air carriers was held on July 12, 2007, and the project descriptions have been posted on the Airport's website for public review and comment. Public comment on the proposal will be accepted through Friday, August 17, 2007.

 

The PFC application will be submitted to the FAA in late-August. The Airport will ask for "impose and use authority" for design of the terminal improvements; and "impose only" authority for construction. This limitation will ensure that the Council has further opportunity to approve the subsequent PFC amendment that would allow the Airport to proceed with construction.

 

Should the Council decide not to approve construction of the Terminal Area Improvements, the PFC funds collected for construction would be used to fund required major renovation, rehabilitation and improvements to existing facilities, and the overall collection period shortened.

 

. Flight Slot Allocation

 

On Friday, June 15, 2007, BAG Holdings relinquished the 17 allocated Commuter Carrier Flight Slots, which had been awarded to them on December 15, 2006.

 

Horizon Air failed to provide the Commencement Bond for Final Allocation of their three Commuter Carrier Flight Slots by the March 16, 2007 deadline; as a result, the slots once again became available for allocation.

 

On June 20, 2007, the Airport sent formal notification of the 20 available slots to established air carriers. The Airport will accept applications for flight slots until July 19, 2007, at 5:00 pm.

 

Currently, the Airport is operating 41 daily Air Carrier flights and 5 Commuter Carrier flights.

 

. Special Olympics Plane Pull Event

 

Special Olympics-Southern California, which recently relocated its headquarters to Long Beach, will conduct a "Plane Pull" fundraising event at Long Beach Airport on August 11, 2007. The "Plane Pull" is an event that puts men and women against machine as teams ot 20 play tug-ot-war with a FedEx 727-200 aircraft. The teams that complete the plane pull in the least amount ot time, per category, will be deemed the winners. This event is open to the public.

 

The 2006 "Plane Pull" event, which was held at Ontario International Airport, included 10 teams and raised over $10,000 tor Special Olympics.
