TITLE
Recommendation to authorize City Manager to enter into an agreement with ARINC, Incorporated, for an estimated amount of $460,000, plus a 15 percent contingency of $69,000, if necessary, to design, project manage and install additional security equipment required by the U.S. Department of Homeland Security, Transportation Security Administration; to execute any necessary amendments; and increase appropriation in the Airport Enterprise Fund (EF 320) in the Long Beach Airport Department (AP) by $126,500.  (District 5)
 
DISCUSSION
On January 6, 2009, the City Council approved a recommendation by the Long Beach Airport (Airport) to enter into an Other Transaction Agreement (OTA) with the U.S.
Department of Homeland Security, Transportation Security Administration (TSA) , for the installation of additional security equipment, including additional cameras, at the Airport.
The OTA would require the Airport to contract for the design, project management, and installation of the security equipment and agree to own and maintain the improvements.
The TSA would reimburse the Airport for the cost of the new equipment. A copy of the City Council letter dated January 6, 2009, is attached.
 
The City Council also approved a recommendation to enter into a contract with the Airport's service provider, ARINC, Incorporated (ARINC), which is currently under a separate contract with the Airport to provide on-going maintenance for the Airport's security system. The authorized amount, which included a 15 percent contingency, was $402,500.
 
To date, a contract has not been executed with ARINC, because further review of the existing security system determined that additional storage capacity would be required for the data collected by the new cameras, in order to ensure that the overall system continues to function at its current level. The revised estimate for the work approved by the City Council on January 6, 2009, plus the work for the additional storage is $460,000. A 15 percent contingency of $69,000 is recommended for potential unforeseen conditions. The new total for the contract would be $529,000.
 
This matter was reviewed by Deputy City Attorney Richard F. Anthony on September 4, 2009, and Budget and Performance Management Bureau Manager David Wodynski on September 11, 2009.
 
TIMING CONSIDERATIONS
City Council action on this matter is requested on September 22, 2009, in order to authorize commencement of this project in a timely manner.
 
FISCAL IMPACT
Total project costs are estimated at $576,500, which includes the revised ARINC scope of work ($460,000), a 15% contingency ($69,000), and Airport and Public Works staff time and overhead costs ($47,500). The OTA will provide reimbursement for the approved expenditures incurred within the scope defined by the OTA. City Council action on January 6, 2009, approved an appropriation increase of $450,000 in the Airport Enterprise Fund (EF 320) in the Long Beach Airport Department (AP) for the work. To provide for the additional costs of the revised proposal, the 15 percent contingency, staff and overhead costs, an additional appropriation of $126,500 is requested.
