TITLE

Recommendation to adopt Specifications No. ITB LB18-119 and award a contract to Ocean Blue Environmental Services, Inc., of Long Beach, CA, for as-needed hazardous waste removal services, in an annual amount of $1,264,000, with a 10 percent contingency in the amount of $126,400, for a total annual amount not to exceed $1,390,400, for a period of two years, with the option to renew for three additional one-year periods, at the discretion of the City Manager; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments.  (Citywide)

 

DISCUSSION

City Council approval is requested to enter into a contract with Ocean Blue Environmental Services, Inc., for as-needed hazardous waste removal services to comply with health and safety regulations, in accordance with pertinent federal, state, county, and local laws.  The contract terms will specify that the contractor shall be available 24-hours a day, seven-days a week, and respond to emergencies and arrive on scene within 30 minutes upon receipt of a call for an emergency order.  Departments participating in this contract include the Long Beach Airport, Fire, Financial Management, Energy Resources, Health and Human Services, Library Services, Parks, Recreation and Marine, Police, Public Works, and Water. 

 

The bid was advertised in the Long Beach Press-Telegram on July 11, 2018, and 2,399 potential bidders specializing in hazardous material and waste services were notified of the bid opportunity.  Of those bidders, 31 downloaded the bid via the City’s electronic bid system.  The bid document was made available from the Purchasing Division, located on the seventh floor of City Hall, and the Division’s website at www.longbeach.gov/purchasing. A bid announcement was also included in the Purchasing Division’s weekly update of Open Bid Opportunities, which is sent to 22 local, minority, and women-owned business groups.  Two bids were received on August 7, 2018.  Of those two bidders, one was a Minority-owned Business Enterprise (MBE), Women-owned Business Enterprise (WBE), certified Small Business Enterprise (SBE), and a Long Beach business (Local).  Ocean Blue Environmental Services, Inc., of Long Beach, CA (a MBE, WBE, SBE, and Local), was the lowest responsible bidder.

 

Local Business Outreach

 

In an effort to align with the City’s outreach goal, Long Beach businesses are encouraged to submit proposals for City contracts.  The Purchasing Division also assists businesses with registering on the PlanetBids database to download the bid specifications.  Through outreach, 237 Long Beach vendors were notified to submit bids, of which two downloaded and one submitted a bid.  The Purchasing Division is committed to continuing to perform outreach to local vendors to expand the bidder pool.

TIMING CONSIDERATIONS

City Council action to adopt Specifications No. ITB LB18-119 and award the contract concurrently is requested on October 23, 2018, to ensure that a contract is in place expeditiously.

 

FISCAL IMPACT

The annual cost of this contract will not to exceed $1,390,400, including a 10 percent contingency of $126,400, and is budgeted in various funds and departments. The award of this contract will provide continued support to our local economy by assisting in the preservation of employment for 35 employees residing in Long Beach.
